Black and Minority Ethnic Business

Our baseline study of the sector of the black and minority ethnic business sector for the London Development Agency is recognised as a seminal study in terms of its findings and the methodologies used.

In Spring 2002 the London Development Agency (LDA) initiated a substantive research study to address a range of Black and Minority Ethnic (BME) enterprise related issues in London. The first phase of this was a comprehensive review of the existing state of knowledge on issues ranging from: defining BME enterprise in ways that facilitate better understanding and more effective policy; to, identifying the best performing enterprises.

This study reflected growing awareness of the positive impact that BME enterprises have on overall economic performance, the creative dynamic of the capital, the liberation of individual potential and tackling disadvantage. These returns, however, were unlikely to be earned without some cost to either the community or the individuals. A clear aim of the project was to guide the formulation of policies that maximise the gain while minimising the pain.
