Small and medium sized enterprises dominate, at least numerically, the UK economy. The latest figures from the Small Business Service indicate that 99.8 per cent of all UK companies employ less than 250 people. There are over 3.7 million enterprises employing less than 50 people, while less than 7,000 employ more than 250 people (25,000 employ between 50 and 249 people).

The stock of SMEs soared during the 1990's - increasing by over 1.3 million enterprises. For many people and communities, their experience of business is largely an experience of smaller businesses.

For many communities; especially rural areas, inner cities and peripheral regions, SMEs dominate all aspects of economic life and key aspects of the vocational, social, natural and cultural environment.
